The first is located in the northern part of the map, located in Paleto Bay. This garage is a CAR only garage. Helis can not be taken out here. However, it does have a working customization shop in the parking lot as well as a gas station.
The second is located in the south side of the map, inside the Davis LSC Sheriff impound lot. You can access helicopters and cars here.
